IMO, yes. Teyla said that they were in danger of that tribe finding the Athosian weapon cache and using them in the hunt so by not giving Teyla and Keller weapons to begin with, it gave them the ability to survive.

In a way. My point was that if Teyla and Keller had been given weapons, there would be no point to the episode. They could have taken out the few tribespeople guarding the Stargate and returned to Atlantis then returned to search with reinforcements and a Jumper to scan the planet for lifesigns.
